Stealth boat touted as ideal for special ops

A new kind of boat is designed to move quickly and stealthily through water by generating a layer of gas around its underwater surfaces.

The design reduces friction by a factor of 900, according to the New Hampshire company that produced the boat. Its smooth speed makes it ideal for special operations. It could also revolutionize shipping.

Juliet Marine recently unveiled the Ghost, a ship it says can reach speeds of up to 60 miles per hour. The shape of the craft is similar to earlier attempts at making watercraft less visible to radar ? notably the Navy's "Sea Shadow" project of the 1980s.

Gregory Sancoff, president and chief executive officer of Juliet Marine, says this boat is a quantum leap beyond those early designs. "The Sea Shadow was an 11-knot craft," he said. "This is much faster."

Sancoff isn't willing to go into too much technical detail, partly because the U.S. government is interested and the company is working with a defense contractor to build a 150-foot model. He can say that the double-hulled boat generates and surrounds itself with a layer of gas, reducing friction and boosting its speed.

The phenomenon is called supercavitation. Supercavitation occurs when a projectile moving through water generates a low-pressure zone around its surface. Go fast enough and the low-pressure zone becomes a layer of gas. In that respect the Ghost is similar to a Russian-made torpedo (called the "Shkval," or squall), though the underwater portion of the boat's twin hulls are a new design.

The task of making a ship less visible to radar is physically the same as what is done with an airplane ? the idea is to make the radar waves bounce off, just not back toward the sender. Jan Brink, an electromagnetic compatibility specialist at Kockums, a Swedish company that designed and built the Visby-class stealth ships for that country's navy, says the shape of a ship has to account for radar coming from above, whereas an airplane has to deal with radar from below.

"For us on a ship looking to reduce radar cross section, it's a radar beam from another ship or radar from a missile," he said.

The Ghost is designed for missions close to coasts, such as getting special operations teams into and out of areas quickly. Another possible mission would be dealing with pirates and "swarm" attacks on aircraft carriers and destroyers. Sancoff says the speed of the Ghost makes it useful against smaller boats that can outrun and outmaneuver larger ones. Contrary to popular belief, aircraft carriers and destroyers carry little in the way of defensive guns.

The 2000 suicide attack on the USS Cole in Yemen was accomplished with a small boat that simply ran into its side.

"Right now we have thousands of sailors whose only defense against high-speed craft is a .50 caliber machine gun from World War II," Sancoff said.?

Eric Wertheim, analyst at the U.S. Naval Institute, says the big issue for a boat like the Ghost will be identifying its niche within the military.

"This is a tough budget time to be introducing any technology that isn't being specifically called for by the Navy," he said. "For the last 100 years the stealth boat has been the submarine," he said. Submarines can do special ops missions too, as demonstrated by the fact that smugglers have recently made good use of them. "You have to answer the question of what is the need not being met," he said.

Sancoff counters that the Navy does need a way to transport special operations units. The Navy announced it would try to develop a "Joint Multi Mission Submersible" in 2009, but at the time it estimated it wouldn't deploy until 2016. He adds that there has been interest from the Coast Guard as well, for drug interdiction efforts.

Beyond the military applications, there is shipping. Sancoff says the technology can be scaled up to larger vessels, and if it were widely adopted it would save fuel and increase speeds. Shipping is one of the bigger industrial users of fossil fuels.

Kachemak Bay Tanner crab season closes Tuesday

By Randi Somers
Homer Tribune

Tanner crab harvest in Kachemak Bay ends at 12:01 a.m. Tuesday, Sept. 6 in an emergency closure issued this week.
Sport, subsistence, and personal use Tanner crab fishing ends for waters east of a line from Anchor Point to Point Pogibshi and remain closed through March 15.
The closure has been ordered because ADF&G?s 2011 Kachemak Bay survey estimate of 41,595 legal male Tanner crab is below the threshold of 50,000 set by the Alaska Board of Fisheries in 2002. The Board?s strategy states that the fishery will be closed when the estimated stock abundance is less than 50,000 legal male Tanner crab in any given year. The decline observed in legal male abundance was apparent across all but the very smallest (youngest) size classes of male Tanner crab.
No survey was conducted in 2010, but a survey is planned for June 2012. This estimate represents a large decline in legal male abundance from the 2009 estimate of 144,282 crab.
The department spokesperson said they plan to survey Kachemak Bay next spring and expect to have an estimate available by late July. At that time the department will review the estimate, determine if the Tanner crab fishery can be opened and make an announcement regarding the 2012 season.
Cook Inlet Area waters west of the line from Anchor Point to Point Pogibshi, including
Kamishak and North Gulf Coast waters, will remain open through the 2011-2012
season. Individuals possessing a Tanner crab harvest permit should retain the permit if
they plan to fish in open waters. However, individuals who do not plan to fish for Tanners in areas outside Kachemak Bay are encouraged to return their permits to the Homer office of ADF&G as soon as possible. Harvest data are critical to managing these fisheries.
For additional information contact Charlie Trowbridge or Carol Kerkvliet in the Homer
office at 235-8191.
Latitude 59? closes
Homer?s going to miss the cookies, wraps, coffee and friendship as Wendell Cummings closed his coffee shop, Latitude 59?, last week to move on to a new phase in life.
It was nothing to do with the economy and everything to do with a spending time with a precious grandchild, he said. On the door he hung this note: ?There comes a time when things change and this is that time for Latitude 59?. If you have bought a coffee or other delightful beverage ? thank you. If you have had lunch or perhaps a cookie ? thank you. If we have helped you with something ? thank you. If we have entertained you ? you are welcome. If we have insulted you ? annoyed you ? sorry. If we have been grumpy ? well that?s just who we are. Thank you for a great time and all of your support; we cannot thank you enough.?

Best Beginnings gains leverage
Alaska?s Best Beginnings program has awarded Homer?s Families First: A Best Beginnings Partnership grant to support early childhood education in the Homer area for the 2012 fiscal year. Families First is a coalition of local non-profit agencies and individuals who support early childhood education in the Homer and outlying areas. Their strategic goals for this year include: providing support and awareness about early childhood education, improving the safety and quality of indoor and outdoor playspaces for young children, supporting Birth 2 Three in their new Home Visiting Program and working to develop a new Nurse Home Visiting program and helping to make community resources accessible to all citizens through the MAPP POP411.org website. To learn more about Families First and the other projects they are targeting this year, go to: http://pop411.org. Volunteers in all areas are welcome.

Veterans Family Picnic Sept. 18
The VA Volunteer Services of the Kenai Peninsula invite all veterans and their immediate families to the Southern Kenai Peninsula Annual Veterans free picnic noon to 4 p.m. Sept. 18 at the American Legion Hall at Mile 2.5 East End Road. BBQ (hamburger, hotdogs, ribs) and all the trimmings will be served. There also will be door prizes, children?s games and the musical group Mismatched MukLuks and Andre Drake?s 8-Mile Band.
A representative from the VA Medical Clinic in Kenai and Post 16 Service Officer, Craig Forrest, will be present to answer questions.
You do not need to belong to a Veterans Organization to attend this picnic, it is for all veterans and their families. Come dance on the grass ? sit back and relax ? let the kids play games and have a fun day. In case it rains, the party will be inside and a tent is also available if needed. Direct Sales & Home Party Plan Marketing Information : How Can ...

August 30th, 2011 by admin in Sales

The astute and very pleasant Direct Sales Consultant, known by the handle The Traveling SalesWoman, asked the following question of me?
You were the person who encouraged me to join Twitter, and I?m so grateful for that!? Can you share some further thoughts about Twitter and why home party business owners should join in that conversation?

Are you are brothers and sisters fan?? If so you have not missed the obvious connection between Sarah Walkers? Greenotopia company and its? many references to social networks and social media platforms such as Facebook and Twitter!

And if you don?t know by now, you are no-one if you are not on twitter.? I was amused to find that my vocabulary? has changed considerably over the past year!

I am? Youtubing, plurking, Facebooking, tweeting, blogging, linking, MySpacing, texting and a host of other things too!? All these are some of the most popular social media sites and as you can see things can get pretty hairy, so I definitely recommend that you have a social media system.

Direct Sales Home Party Marketing Tip: Any task you do more than once NEEDS a procedure, system or checklist!

Before Bill Gates, no one had a personal computer!?? One man single handedly revolutionized the world with a dream?his dream was that every home would have a computer!? His dream was to provide value to every single household in the world!

]]>

Even after Bill Gates created such an incredible tool, that gave rise to the Internet, Easy Online access & E-Commerce; it STILL amazes me just how many people refuse, are afraid and/or have not taken advantage of the power of the computer and the Internet! Computers as far as I am concerned are the best social media tools (of course for the obvious reason without one you cannot access social media ?, yep)!

I told the travelling saleswoman that social media and social networks are all about relational capital.? And like any thing social media marketing is an art form. The question I often get asked by home party consultants and direct sales reps. Is why don?t they buy my product.? The answer is simple, you have written a check, which came back with the red stamp mark, insufficient funds! (thanks Martin Luther King Jr. for that one).

You see people buy because:

i)??? they know you,
ii)??? they trust you
iii)?? they believe that you have the solution the problem which the face and
iv)?? for status

People don?t buy a product, nor do they buy a feature and the benefits are as they are decided upon by the story they tell themselves.?? Your juice drink mwy help me loose weight.? But the story I am telling myself is that I am going to look sexy, finally that size 0 pair of jeans that I have seen on display for a year will be mine.? I am going to get hit on by men?.you get the picture?? So if your pitch is not in line with my story?

How does all this fit into social media and social marketing?? Simple, you are building relational capital, by depositing in the bank of getting to know you, getting to know all about you!? And you are not only doing it with one person, no you are reaching out to many in one shot!

There are people on these sites that follow you, there are those that interact with you and those that want to see what you are about.? The cool thing about social outlets is that you are King and Queen of your own little internet real estate? King/Queendom!

Social media and social marketing is all about building that relational capital that gives you the all access pass to make your direct sales pitches to those who are ready, able and willing to hear what you have to say, and have the money to spend on what you have to sell.? Do not under-estimate the power of relational capital!?

How else do you think Pres. Barack Obama did it?? I will be holding a special in a week or so about ?the Pres. Obama Social Media Effect : How You Too Can Go From Zero To Hero!

For more on social media, and how to use it effectively, just google ?social media blog!?

Dance | Fresh leadership for Alvin Ailey company - KansasCity.com

By LISA JO SAGOLLA

Special to The Star

Robert Battle (center, wearing black) took the helm of Alvin Ailey American Dance Theater in July. A former dancer for the Parsons Dance Company, Battle studied choreography at Juilliard. ?What I want to do,? he said, ?is constantly challenge the notion of what is possible for an Ailey dancer.?

This is a historic time for the Alvin Ailey American Dance Theater.

Sporting the most famous brand name in the concert dance world, the troupe is changing artistic leadership for only the second time in its 53-year history.

From its founding in 1958 the company was led by venerated African-American choreographer Alvin Ailey. When he died, in 1989, the torch was passed to Ailey?s muse, the company?s former star dancer, Judith Jamison.

But when the troupe takes up residence at the Kauffman Center for the Performing Arts, Nov. 16-19, it will be led by a new artistic director, 39-year-old Robert Battle. An acclaimed contemporary choreographer, Battle took the helm July 1, upon Jamison?s retirement.

As a regular stop on the troupe?s touring schedule since the 1980s and the site of the seminal AileyCamp (a youth dance training program that has been replicated in nine cities nationwide), Kansas City is home to many longtime Ailey followers.

Will local aficionados find November too soon to detect Battle?s influence? Or will the new director?s stamp be evident from the get-go?

?There will be clear differences, for sure,? Battle said. ?A lot of it has to do with the fact that I hired nine new dancers, and that always changes the rhythm a bit, in a positive way.?

The more profound changes, however, are on the choreographic front and may become more evident over time.

Though he performed for seven years with the popular Parsons Dance Company (led by David Parsons, who was raised in KC), Battle?s outstanding reputation in the dance world rests largely on his work as a choreographer.

A Juilliard graduate, Battle has created choreography for numerous contemporary dance troupes, including those of Parsons and Ailey, as well as his own Battleworks Dance Company, which he debuted in 2002 and disbanded upon his Ailey appointment.

In 2007 Battle was awarded the Princess Grace Foundation Statue Award for artists who display consistent excellence in theatre, dance, or film. The award is the highest honor bestowed by the foundation and, to date, has had only 53 recipients.

In recent years dance critics have said the Ailey company?s choreography is not up to the caliber of its world-class dancers. By bringing in Battle, with his distinguished choreographic sensibilities, the organization is poised to take a big step toward addressing this issue.

Several people in the organization, including Jamison, have told Battle that he reminds them of Alvin Ailey.

However, Battle feels that the main reason he was hired for the leadership position was his ability to ?articulate a vision for the company that would move it into the future without dismantling what?s already here.?

Battle?s vision is likely to include a strong emphasis on sharing his choreographic views.

?I?ve always had the desire to teach what I?ve learned, from the time I was a little boy,? he said. ?When I was a kid I learned martial arts and taught it to the kids in the neighborhood. Then when I learned dance, I taught them that. And when I went to church, I?d come home and recite the sermons to my pretend congregation.?

Battle emphasizes that embracing the company?s illustrious history will always be at the forefront of his plans, yet he believes that one of the most important reasons it has such a vibrant history is Ailey?s commitment to creating a repertory company.

Unlike other choreographers, such as Martha Graham, Paul Taylor, or Merce Cunningham, who established companies to showcase their own work, Ailey envisioned that his company would present the works of many different choreographers.

?Its

mission was

always to foster a new generation of creative voices, while simultaneously honoring the past,? Battle said. ?So in keeping with that, what I want to do is constantly challenge the notion of what is possible for an Ailey dancer. I?m looking at inviting in new choreographers who haven?t yet contributed to the repertory, but I don?t just want new for new?s sake. I?m really taking my time to think about what work would be best suited for the company.?

The additions Battle is bringing to programming for the 2011-12 season reflect his dedication to moving forward and to honoring history.

On one hand, there will be a new work by hip-hop choreographer Rennie Harris, as well as company premieres of pieces by Battle, renowned Israeli choreographer Ohad Naharin and Paul Taylor (marking the first time the Ailey dancers have performed a Taylor piece).

But the season also will introduce a revival of ?Streams,? a 1970 Ailey work that has not been seen in a while, and the company premiere of ?Journey,? a 1958 solo by Joyce Trisler, one of the troupe?s early members.

And yes, the company still will present Ailey?s signature work, ?Revelations,? which has been performed regularly since its premiere in 1960. It will be danced at all of the company?s Kansas City performances.

?When it isn?t on the program we get a lot of complaints, either verbally or by people choosing to attend another night,? Battle said. ?But even more than that, it?s a masterpiece and it needs to constantly be seen. It?s like the Mona Lisa. No one ever says, ?My god, it?s been up there so long, why don?t you take that thing down.? Masterpieces, like ?Revelations,? endure place and time and circumstance.?

Employment: The different types of nursing in the ... - Health & Fitness

Many people choose a career in nursing, a profession that is diverse, fulfilling and rewarding, as well as having a great scope for progression. There are several ways in which someone can become qualified to be a nurse. At present, either a diploma or a degree will allow you to be considered for a nursing course, but as of September 2013 a degree will be a compulsory pre-requisite. Someone with the required experience as a healthcare assistant would be considered for a place on a university course or places could be obtained after a student acquired A-levels. Once the relevant qualifications have been obtained, there are several avenues to take in nursing.

Mental health nurses have an extremely challenging and demanding role yet it is also an extremely valuable role that offers a great deal of satisfaction and reward. One in three people will suffer from a form of mental illness at some point in their lives and it is the mental health nurses that are there to help those people through it. Patients suffer from a number of conditions, from personality and psychological disorders to neuroses and psychoses problems. Mental health nurses will care for those unfortunate enough to suffer from a mental illness alongside GPs, psychiatrists and psychologists.

Children?s nurses, as with all nurses, face challenging situations on a day-to-day basis, whilst two days will never be the same. Children?s nurses work with children of all ages: from babies to teenagers. Health conditions can affect the development of children, so it is vital that everything is done to help towards a healthy adult life.

Adult nurses work with adults of all ages and can have to care for people with all manner of health conditions, chronic as well as acute. As well as helping to cure illnesses and to get patients on the road to recovery, adult nurses work towards improving the patients? quality of life. The role can involve caring, teaching, counselling and pretty much any other form of help.

Prison nurses provide health care for prison inmates, often with cases of drug addiction and mental health issues. The prison itself will often employ their nurses, rather than the NHS, and the care they provide can often reduce the risk of inmates reoffending once released.

Nurses and health care workers can seek legal advice from employment law solicitors. Search online.

Extracurricular Education | Kindling - The mind is not a vessel to be ...

The field trips available to elementary school pupils of Slough City featured visits to Forestierie Underground Gardens and Roeding Park in Fresno, and closer to home, Fort Roosevelt, Cross Creek Dairy, and the naval air station. The underground gardens featured a house that a man had dug out of the valley floor after realizing that the hard pan wouldn?t permit him to farm on his land. Roeding Park featured a zoo?complete with an ape accomplished at the fecal toss?and an amusement park. The naval air station gave local kids a tour of the great American war machine, enough of a spectacle to spark the dreams of many a boy.

Aside from sulfurous tap water, bovine air, and Chinese escargot, Slough City?s big draw was Fort Roosevelt, a science center for kids made in the style of an old Western fort. It had been the brainchild of a school principal who?d hated school as a child. It was also a shining example of what a handful of citizens can achieve with limited resources and a measure of ingenuity and determination. The fort?s fences were made of decommissioned utility poles. Inside the fence line, the fort featured a duck pond stocked with sport fish, Slough City?s historic Santa Fe railroad depot, an animal rehab center, and a genuine log cabin that featured a hearth made with rounded rock from the Kings River. It was a phenomenal success, and an embarrassment to the town?s bored of education. classroomThe bored, dug in deep in its campaign against science and individual initiative, would eventually succeed in destroying the fort by means of chicanery and premeditated neglect.

After Armen experienced Fort Roosevelt, he was suddenly moved to construct a fort of his own in the walnut tree on the back lot. He dug a pair of holes near the tree and linked the holes with a miniature ditch. He fancied the two holes to be miniature ponds, and kept them filled with water much of the time. The ponds began as mud holes, but they soon cleared up and gave rise to forests of clover on their banks. These ponds gave Cindy the idea of planting crops in the moist soil around the ponds and along the ditches. I soon joined in, and in no time at all we were growing carrots, parsley, corn, melons, and pumpkin.

So it was that by the time Cindy saw Fort Roosevelt, she already had a Fort Roosevelt of her own. She spent most of the time she spent within the power poles communing with the animal residents of the fort.

When it was Cindy?s turn to visit the zoo, she became preoccupied with the apes. She stood outside the pens, watching the expressions on the faces and limbs of her distant cousins. They were quite unlike people in many ways, yet also strangely similar. She puzzled over what life must be like to be so similar and yet so different. She looked at their rounded fingers and hand-like feet, their little heads, and their protruding faces. They had big mouths and powerful lips. They had big guts. They?d probably do all right on a raw food diet. Shoot, she thought, they had all day to pound and chew. They had nothing better to do.

The apes were hairy. They probably didn?t need a fire too keep them warm on a chilly night. They swung around as easily as people walked. They didn?t need a campfire to protect them. Cindy wished she could be free of fire like them.

An ape grew annoyed with Cindy?s inquisitive stare and slung a handful of feces her way. Cindy, being attentive and quick, ducked out of the missile?s way, unlucky for a boy standing behind her.

The field trip to the dairy is always an eye-opener for kids who might otherwise not give a thought to the origins of that homogenous white fluid that was delivered to them in little cartons every day at noon, but Cindy gained much more than that from the trip. Cindy was surprised to learn how much the dairy and her school had in common, and how much the daily routine of a dairy cow resembled the daily routine of a student. Teachers weren?t such sages; they were just livestock managers. This explained a lot, and it gave Cindy a sense of perspective on school and life. Though it didn?t make her any more predisposed to the life of a dairy cow, it did give her a better understanding of the unspoken rules of the game. Now she was better equipped to play along.

Is your daughter talking like she?s having a conversation even when no one?s around her? Has she been talking about a friend and acts like it?s there all the time even when you don?t see anybody? Chances are your child has an imaginary friend. This usually starts when a child is two years old and could last until she?s around six.

In some cultures, parents think their child has ghosts as friends. In some, parents are worried that their child is not acting normal at all. According to studies made by experts, having an imaginary friend is normal among kids. It is their way of coping up with stress or changes in their lives.

Let?s say the child needed to be brought to the doctor for a shot. This is not her decision, and the situation could stress her out. When you get home, chances are your child will attempt to take control of the situation by playing as the doctor and giving her imaginary friend as much shots as she wants.

Your child and her ?friend? may even hatch a plan to escape the doctor?s office. Being in control of the situation, even through pretend play is your child?s way of coping up with reality.

For a lot of children, their imaginary friend serves as their alter ego. They?re the one to blame when something gets spilled or broken. When your child reasons that ?Mary? made her spill her milk, take her explanation and then help her clean out the mess while gently reminding her of the rules she needs to follow around the house.

Do not make a big deal when your child mentions her friend. It?s unnecessary to make her feel funny about having an imaginary friend by asking to talk to it or don?t grill her about talking about someone who doesn?t exist. In the long run, your child will outgrow this normal childhood phase.

March trial set for Madoff trustee vs. NY Mets (AP)

NEW YORK ? A March trial date has been set for a jury to hear a $1 billion claim against the New York Mets by a trustee recovering money for cheated investors of Wall Street swindler Bernard Madoff (MAY'-dawf).

A U.S. District Court judge set the March 5 trial date at a Friday hearing.

The judge heard arguments from both sides on a request by lawyers for Mets owner Fred Wilpon and other executives to toss out the lawsuit brought by trustee Irving Picard. The lawyers denied Picard's claim the executives should've known $300 million they collected from Madoff represented phony profits.

The trustee wants the executives to pay a $700 million penalty, too.

The judge says he'll rule next month.

Madoff pleaded guilty to fraud charges and is serving a 150-year prison sentence in Butner, N.C.

In The Arctic Race, The U.S. Lags Behind

Seattle is the home of the U.S. Coast Guard's entire fleet of polar-class icebreakers.

Both of them.

Capt. George Pellissier commands both the Polar Sea and the Polar Star. He has spent much of his career on these ships, which were built in Seattle in the 1970s.

"The two ships are almost identical. They were built a year apart. Our design is to break 6 feet of ice continuously, and we can break up to 21 feet of ice," Pellissier says, referring to the thick "pressure ridges" that can form between sheets of ice in the waters north of Alaska, and which can trap and even crush less sturdy vessels.

He takes pride in the fact that these "polars," as they're called, are still among the most capable icebreakers out there ? not counting the Russians' big nuclear-powered icebreakers.

But Pellissier admits that if an ice-breaking emergency broke out, America wouldn't have much to offer because, right now, neither polar icebreaker is functional.

Four decades of ramming sea ice will do that. The Polar Star will recover ? it's currently being refurbished ? but the Polar Sea will be scrapped.

U.S. Coast Guard Capt. George Pellissier stands aboard the Polar Sea, one of two of the Coast Guard's polar-class icebreakers. But the ships ? built in the 1970s ? have seen better days, and the Polar Sea will soon be scrapped.

"I would dearly love to keep them both. I understand the fiscal realities that we're in. It's always sad to actually decommission a ship," Pellissier says.

The U.S. also has a medium-class icebreaker, the Healy, but it's a research vessel and isn't designed to break through ice more than 8 feet thick.

Building 'A Persistent Presence'

The Coast Guard has told Congress it needs at least three medium and three heavy icebreakers. Global warming means more activity in the Arctic, and more civilian vessels are venturing north into harm's way.

In early August, the Obama administration gave a tentative green light to Shell Oil to start drilling for oil in the waters north of Alaska. The U.S. is also in the process of mapping the seafloor north of Alaska, with an eye to claiming more of the continental shelf, and the resources it may contain.

The increased activity means the U.S. could face more challenges to its interests in the polar latitudes. Yet the U.S. isn't party to a major treaty that will shape territorial claims in the region.

Lisa Murkowski, the Republican senator from Alaska, is a big believer in establishing a more persistent U.S. presence in the Beaufort and Chukchi seas, north of her state.

"We are an Arctic nation. And as such, we have responsibilities and obligations in the Arctic," she says.

It's not just about icebreakers; she says it's time for a deep-water port on Alaska's north shore. That is an expensive proposition, she admits, but the U.S. has to protect its interests.

"There are a lot of folks that are looking with great interest at the level of activity by the Chinese up in the Beaufort and Chukchi. And they're wondering, 'What's going on up there?' Because we don't think that they're doing any sightseeing," she says.

Arctic Skepticism

The big argument for establishing a more "persistent presence" in the Arctic is the expectation that, in the next couple of decades, melting ice will turn the Arctic Ocean into a major commercial shipping route between the Atlantic and Pacific. But Lawson Brigham says that expectation is overblown.

"Most of us that work on this don't believe that's going to happen," says Brigham, a former U.S. Coast Guard icebreaker captain who has a doctorate in polar oceanography. He studies sea ice, and he says people have to remember that even though the ice is rapidly thinning, it's not going away altogether.

"Perhaps during the summertime, today and in the future, there will be a window, a short period of time of opportunity to sail ships across the top of the world," he says. "But as a regular, year-round and just-in-time cargo-carrying system, it's going to be very difficult to do with the ice cover present."

Brigham imagines the time savings would be offset by the ships' slower speed as they watch for rogue ice, and he doubts their insurance companies would consider the Arctic route a good bet.

He is even more dismissive about the much-heralded Northwest Passage through Canada's northern archipelago. He says the ice in those narrow straits and inlets may prove more stubborn than the polar ice cap itself.

"It just gets fused in those islands, and breaks up at various times, and the ice cover is extraordinarily variable from year to year, so it's a hugely variable and complicated place," he explains.

Brigham is also skeptical of the ominous warnings about the Russians and Chinese, and possible conflict over resources in the Arctic ? a skepticism shared by Navy Rear Adm. David Titley in testimony to the Senate in July.

"I'm sure many of you have heard in the media, especially a year or two ago, people talk about the Arctic as the 'Wild West,' and it's the 'race for resources.' That really isn't true," he said.

It isn't true, he says, because of the United Nations Convention on the Law of the Sea. Among other things, the global treaty lays out how countries go about claiming natural resources on the ocean floor.

Law Of The Sea, But Not The U.S.

Yet the U.S. Senate has never ratified the treaty, because of anti-U.N. sentiment among some conservative Republicans. Titley says that puts the U.S. in an awkward spot as the Arctic opens up.

"Other countries are frankly looking for the U.S. to show leadership, and it's hard to show leadership in this treaty when we're not a party to it," he said.

It's a common complaint among those who favor more development in the Arctic. Alaska's Murkowski, for instance, wants the Senate to ratify the treaty so the U.S. can extend its claim on the continental shelf north of Alaska, and also so it can participate in the treaty organization's future decisions relating to Arctic resources.

But Steven Groves, an international law analyst at the conservative Heritage Foundation, says that's no reason to embrace the U.N.'s Law of the Sea.

"As a conservative, I believe the United States and the American people have a right to all of [its continental shelf]. They don't have to lay claim to it by being a party to a treaty. They own it already," he says.

Plus, Groves says, the treaty requires offshore oil companies to pay royalties to the international treaty organization, shortchanging the U.S. Treasury. Treaty supporters ? the Obama administration among them ? acknowledge this, but they're still pressing for ratification, perhaps this fall.

They say as long as the U.S. isn't a party to the treaty, when it comes to shaping the future of the melting Arctic, the U.S. will be stuck on the outside, looking in.

Code reveals your Facebook stalking victims

Facebook

Names of my Facebook friends have been blurred to protect the innocent.

By Helen A.S. Popkin

Facebook "apps" that claim to reveal who stalks your Facebook profile most are usually scams that trick you into spamming up the profiles of your Facebook friends. There is a way, however, to find out whose Facebook pages?you loiter on most?? a bit of code that ranks people according to who you're most likely to search for.

Mind you, while the code is on the customer side, in the browser, where we Facebook civilians can see it, it's designed for the Facebook algorithm that autocompletes names you're searching for or tagging in posts or photos. Hacker News contributor Jeremy Keeshin came across the file, dubbed first_degree.php, while he was mining Facebook's inner workings for tips on speeding up autocomplete on his rating website Ranuk.

"Facebook gives explicit numbers to the directed edges (connection going from you to your friend), about how much they think you are looking for this person," Keeshin writes in his blog.?"Although you already know who you look at most, it is eerie to see the list they have come up with ? and the numbers they give. The more negative the number, the more Facebook thinks you are looking for them."

Ordinarily, running weird code on your Facebook profile is not recommended, but this one seems fine to us and the many others who have tried it. Keeshin posted?a bookmark on his blog post so you can drag it to your Firefox, Safari or Chrome browser bookmark section. (Go here to get it.) Once you have it bookmarked, go to your Facebook profile, then click the bookmark. A list of your most wanted should appear.

Note: If you've got your Facebook profile locked down with https (which you should), you'll have to disable it to use the feature via Account Settings > Security> Secure Browsing.

As Keeshin notes, the code seems?to factor?whose profile you visit most, who you interact with and who you've most recently friended. For example, I found someone near the top of the list whom I've just friended even though we've never really interacted. As such, the list changes as your Facebook habits do, and you may actually be surprised with how your friends are tallied. In fact, you may find it totally random.

"The inputs to this ranking function explicitly do not?include other users' behavior on the site," Facebook developer Keith Adams?emphasizes in the Hacker News forum, one of several forums where he addresses this discovery and the obligatory privacy panic that follows any new discovery of how Facebook works. Adams also points out that no one else can see your rankings unless they are logged on as you.

Note:?You can prevent people from stealing your credentials and logging in to your Facebook account and seeing who you Facebook-stalk most by enabling the https setting on your Facebook account. You can keep your parents/spouse/roomates from seeing who you stalk most by logging off when you walk away from the computer.

No doubt you've got way more embarrassing stuff to worry about on your Facebook profile than how the Facebook algorithm ranks your friends. If anything, the first_degree.php code reminds us how Facebook limits our world.?Even if you have more than 250 Facebook friends, you only see the posts from?the people with whom you interact most, so it's easy to forget about those people you'd still like to hear from, even if you don't interact that much.

According to Facebook, you can change the limited number of friends who show up in your Newsfeed by scrolling to the bottom of your profile and clicking Edit Options. In our own experience, as well as the anecdotes we've heard from Technolog readers, this doesn't result in much of a mix up. You're better served repeatedly clicking on the profiles of the people you've fallen out of touch with.

John Merrow: The Meaning Of The Rain

As always, remember that John's book The Influence of Teachers is for sale at Amazon.

I've been on vacation lately: fishing with grandchildren, playing on the beach, riding my bike, and -- here in the east -- walking in the rain. Vacation is supposed to be a time to decompress, to get away from my normal preoccupation, which is education and its complexities.

Wish it were that simple, but, unfortunately for me, almost everything seems to work its way around to education sooner or later.

I mean, take the songs that I sing (quietly to myself) while walking my dog. As I said, we've had plenty of rain, so maybe it was inevitable that I would sing songs about rain.

After a while I noticed that songs about bad weather are cheerfully, even blindly, optimistic -- starting of course with "Singing in the Rain."

Think about "Raindrops Falling on My Head," the song that runs through the movie "Butch Cassidy and the Sundance Kid." In that song, the singer says he's "never gonna stop the rain by complaining" and insists that there's one thing he knows:

The blues they send to meet me won't defeat me
It won't be long till happiness steps up to greet me

In other words, don't worry, be happy, because happiness is just around the corner. You don't have to do anything -- happiness is coming.

"Soon It's Gonna Rain" from the musical The Fantasticks is another happy song about bad weather. It's a duet between the two young lovers, and it's completely optimistic. They decide to build a house (in a tree) that will protect them from the harsh weather and 'happily we will live and love within our castle walls.'

For optimism, however, I don't think you can beat Johnny Nash's "I Can See Clearly Now" because, when "the rain is gone," there are "no other obstacles in my way."

Perhaps it's human nature to think in extremes and avoid nuance. Certainly, sunny optimism makes for a good song. That song would not have rocketed to No. 1 on the charts if the lyrics were "I see more clearly now, the rain has gone; I can see obstacles in my way."

The blind optimism of the song makes me think of the education policy makers who have ignored reality for years when setting their K-12 academic standards. As Stephanie Banchero wrote in the Wall Street Journal recently:

In fourth-grade reading, for example, 35 states set passing bars that are below the "basic" level on the national NAEP exam. "Basic" means students have a satisfactory understanding of material, as opposed to "proficient," which means they have a solid grasp of it. Massachusetts is the only state to set its bar at "proficient" -- and that was only in fourth and eighth-grade math.

It's not really raining, these policy makers decided, and so they lowered the academic bar, thus producing lots of apparently 'proficient' graduates. For years their schools have asked very little of students, despite the reality of No Child Left Behind's approaching deadlines (100% proficiency by 2014) and the existence of an independent standard, the National Assessment of Educational Progress.

How bad is it? As a federal study noted (again quoting Banchero), there are "huge disparities among the standards states set when their tests are converted to the NAEP's 500-point scale. In eighth-grade reading, for example, there is a 60-point difference between Texas, which has the lowest passing bar, and Missouri, which has the highest, according to the data. In eighth-grade math, there is a 71-point spread between the low, Tennessee, and the high, Massachusetts."

Blind optimism may be fine for a song, but it's not appropriate for education policy.

There's also blind negativism, which seems to me to be the position taken by a lot of education pundits. To these folks, that's not just rain; that's doom and gloom, Noah's flood and the end of the world as we know it. To me, these nay-sayers sound like Brook Benton's "A Rainy Night in Georgia," an unrelentingly mournful song in which It seems like it's rainin' all over the world

The song goes on:

How many times I wondered
It still comes out the same
No matter how you look at it or think of it
It's life and you just got to play the game

The song ends on the same endlessly depressing note, fading away into silence: You're talking 'bout rainin', rainin', rainin', rainin', rainin', rainin', rainin', rainin', rainin' rainin', rainin', rainin' (fade).

Lighten up! Things are not as bad as the rainin' all over the world' folks would have it. We have thousands of outstanding schools, superb approaches like Core Knowledge, KIPP and Jim Comer's school reform program, to name just three.

But education also has problems that cannot be whistled away or ignored: 7000 dropouts every school day; huge gaps in educational outcomes; a teacher dropout rate that approaches 50% in five years, and so on. The rain may be gone but there are other obstacles in our way!

I am not arguing for compromise: Blind is blind. The challenge is not to find a healthy balance between blind optimism and blind pessimism, because those polar opposites have only one thing in common: complete faith in their own rightness. One side is convinced that the sun's going to come out tomorrow, while the other feels it's raining all over the world.

We don't need compromise. We need to lighten up. We need to listen. Above all, we need a measure of humility, some admission that perhaps we cannot see clearly. Another line comes to mind, though not from a song: We see 'as through a glass, darkly.'

I think I need a vacation.
